CETS was established in 1981 with the objective of providing a means for European manufacturers and suppliers of surface treatment plant; equipment and chemicals to exchange information on a wide range of topics of interest.  The organisation gradually developed and began to encompass the applicators of coatings and one of its main achievements was the assistance that it provided to the European IPPC Bureau in the development of the Best Available Techniques Reference (BREF) document for the Surface Treatment of Metals (STM) and plastics.
